Obituary for Francis Creighton Muldoon

Frank Muldoon was born in Winnipeg in 1930, and passed away peacefully, in Ottawa, on January 9, 2013. He was the beloved husband for 57 years of Lucille (Shirtliff) and loving father of Dr. Laura (Dan McDougall) and Sean (Lynn Macphail). Frank was and will always be “Grandpa” to Séamus, Fiona, Moragh, Meghan and Adam. He was predeceased by his parents William and Laura (Meredith) Muldoon, and brothers Daniel and Robert. He is survived by his nephews Bill and Dan. Frank had a long and rewarding career in the law. He was in practice in Winnipeg for 14 years before being named chairman (in 1970) of the Manitoba Law Reform Commission. His successfully implemented reforms in Manitoba led to his appointment, in 1977, as the vice-president and later the president of the Law Reform Commission of Canada. He joined the bench of the trial division of the Federal Court of Canada and the Court Martial Appeal Court in 1983. As a Federal Court Justice Frank was known for the justice, passion and eloquence of his thoughtful and well-researched judgements. He was always delighted to share his ideas and to assist his juniors in the legal profession. Frank loved people and lived his life to the fullest. In his younger days he was the life of any party and a raconteur par excellence. He mastered several languages and many more accents, which he used to great effect in his story-telling. He was a staunch supporter of local purveyors of food and drink! Friends are invited to visit at the Central Chapel of Hulse, Playfair & McGarry, 315 McLeod Street (at O’Connor), Ottawa, on Sunday January 13 from 2-4 and 7-9 p.m. Funeral Mass will be celebrated at Resurrection of Our Lord Roman Catholic Church, 1940 Saunderson Drive, Ottawa, Monday at 11 a.m. As an expression of sympathy, donations to the Ottawa Hospital Foundation would be appreciated.
